Default Can a Tourist Get F1 Status Without Leaving the U.S.

Is it possible for someone visiting the United States on a tourist visa to apply for an F-1 while visiting in the states? For example: My girlfriend wants to come to the United States to enroll in an Intense English Program (IEP) at a University, but she would like to come and visit and tour and see the Universities in the area before making a decision on which one she would like to apply to. Can she apply for an F-1 visa while she is in the states once she decides on which University she would like to attend? It would be nice for her to not have to spend all the money for her to go all the way home to then just come all the way back again.
    Thanks for your time.

First she must be accepted for enrollment by a registered school.

I understand that enrollment for the school is necessary first, but can all of this be done while she is in the States on a tourist visa?

She has to declare at the border that she is entering on B2 to visit schools

Please read the thread. She's a tourist, not a F-1 student.

Who knows what this pathological immigration fraudster's girlfriend is. First she's an F-1 wanting to go to F-2. Then they've got J-1 visas and their trying to duck the residency return. Now she's on a tourist (or contemplating lying on an visa application). All Ayan seems interested in doing is throwing out wild-assed fraud scenarios hoping one will stick. In another post they've already been denied for at least one visa, but he doesn't seem to realize that they do keep records of the previous attempts to game the system and will certainly scrutinize any application made subsequently extremely carefully.
