At most she can be eligible for a visitors visa.
When your wife becomes a citizen, she can petition for her mother. Until that time, there is no way she can live in the US unless she can qualify as a tourist or guest worker.
If you must co-sponsor her at that time, you need to be very aware of the financial obligations you will incur; these survive a divorce if that happens to occur.
