My question involves civil rights in the State of: Florida.

I have a nephew in Indian River County FL who just informed me that because of failure to pay, they have been without access to fresh water for FOUR months now. His Grandmother has a colostomy bag, and can not properly take care of it resulting in infections. They've accessed all available financial help and have run out of options. My nephew is on crutches unable to work and is waiting on disability approval. Is it LEGAL for them to have no access to water? What action should they take? He has to use crutches to walk to a local river, fill jugs one by one and hobble them back to their house. This is the ONLY water they have. Please help!!!!
