Default Should I Report Neglect of a Baby

My question involves child abuse or neglect in the State of: Washington.

I live with a younger couple, 23 and 21 respectively, and they have a 3 month old baby. I'm moving in a week because of how disgusting of people they are, but the way they handle their child is now very disturbing. Before I discuss details, I'm posting this to see what I should do about it, whether it's worth CPS involvement, etc.

First, the guy is a huge stoner. Constantly high. His girlfriend is probably 350 pounds, lazy and a total slob. No matter how much cleaning I do, they seem to insist on living in filth. They have friends over constantly; drunk, high, etc. The guy is the sole breadwinner, and they receive state assistance.

All of that is one thing, but their poor child: he is 3 months old. When he starts crying, usually they ignore him for at least 3-6 minutes. Then they fight over who should help him. Then, they sometimes yell at the baby to stop crying. I also see them mock-cry right back at it.

I have no doubt I should tell someone, but they'd know it was me for sure, and despite how bad I feel for the child, they could make my life hell or come after me for telling. Is there a good way to better protect anonymity? Thoughts in general?

    Thanks for your time.

Stop right there. NONE of this matters unless it can be PROVEN that they're endangering the child.

Are you seriously suggesting that letting the child cry it out is somehow wrong or illegal?

Then they fight over who should help him. Then, they sometimes yell at the baby to stop crying. I also see them mock-cry right back at it.

    Thanks for your time.
You have nothing. Most of what you describe falls under their choice of parenting. It's their choice - not yours.

If you feel that they're endangering the child, call child services. The parents will be given at least 2 chances to clean up.

What does Mom's weight have to do with anything? Or the fact that they receive assistance and Mom is a SAHM?

I deliberately didn't address that because I actually like it here and I'd be meeting the Hammer if I said what I wanted to say
