Unhappy Neighbor Threatened to "Blow My Head Off"

My question involves criminal law for the state of: TEXAS

My next door neighbors just recently threatened to kill me and my parents. I have called the cops numerous times in the past and after this last event but all they say is there is nothing they can do and they continue to harass us.
They have two dogs that run wild in the street. My moms has a garden outside but every time she tries to go out and tend it their dogs attack. I tried to talk to them about keeping the dogs leashed or in their backyard and things escalated from there.

In July they attacked my sister and her infant son and their dog. I asked them to come get their animals but they ignored my request. I rushed my sister inside and went back for her dog, their dog was now biting hers. So I pushed their dog hard grabbed her dog and ran inside. Later the owner of the dog knocked on my door and threatened to mess me and my family up, at which point I told them to remove themselves and their animals from my property. They then started threatening me again so I called the cops, they came out, no report was filed, nothing.

Just yesterday my mother and I came home and their dogs ran towards my mother, they were being very aggressive and wouldn't let my mother towards the house. The owner was outside and I asked angrily if he could come get his animals. His response was that if I touched his dog, he would blow my head off and my parents. So I asked him again to come get his dogs and he chuckled as he walked away and kept saying he was going to blow our heads off. He then walked inside his house and left his dogs there cornering my mom. I called the cops with this new threat and again no report was made, nothing. I'm concerned for my parents well being, and the cops can't help us. I'm not sure what I can do. I really need help and don't know where to find it!

Have you tried calling Animal Control instead of the cops?

No, I didn't know can you call animal control even if the dogs have owners. I will have to try try that, but it's the retaliation that has me worried the most.

    Call Animal Control.

If you have a camera/camcorder, take pics or even better, video of the dogs running loose and acting threatening.

Document everything. Date/Time/what happened (dogs lose, threatening, owner came over and threatened)

It sounds like the cops in your town are not doing their job. Can you call either the county or the state police for help since your local cops are too busy eating doughnuts?

Buy a sonic dog repellent unit for your property.
