She can wait until she is 18, an then she is free to petition the court without anybody's permission.
If you want to apply for a name change you must do it in Massachusetts. This requires notification of the other parent. You should endeavor to find a current address. If you can't, you send it to the best known address you have. You need to do this certified with return receipt. When you either get the receipt or the failed to deliver letter back, you file that with the court.
