Every Visa application you ever submit from now on is going to be turned down. You can wait a year or twenty, but you are permanently inadmissible.

If you want to try to come you must first apply for a waiver of that inadmissibility on Form I-601. Since you didn't share with us what lies you used to gain entry (or what you did after you entered based on that immigration fraud), we can't really tell you whether your 601 will be granted or not. However, you wanting to come here and study with dad isn't much of an "hardship" on which such waivers are usually granted.

The waiver filing info is here: http://www.uscis.gov/i-601

It means if you don't get apply for the waiver and it is APPROVED, any attempt at filing visa applications are automatically going to be rejected.

Yes, if you ever want to get a visa, you will need to apply for the waiver and it will need to be granted.

The information is in the link I provided earlier. If you can't understand the rather simple instructions, I'd recommend a lawyer. Actually, you'll need a lawyer or someone who can listen to your justifications and explain in the waiver why it should be granted. It's not just something you file and you get. You have to explain what undue hardship or special situation applies in your case. The fact that you want to come to the US is not going to cut it. In fact, I see no grounds you have for having such a waiver granted.

What makes you think you qualify for a fee waiver? That's only given in certain exceptional cases you've not indicated.

Read the page given and all the pages and documents linked on it. I'm not going to sit here and retype everything here.

Trying to lie your way into the country is a permanent ban. Even if you find a way to tell the truth later.

On the contrary, you committed a very "bad thing"; if you do not understand that in the US, submitting false financial documents is "bad", you are beyond help.

You cannot buy a waiver. You have to have good reason for what you did to be banned (dreams of you and your father won't cut it).

Tell your father he needs to have another dream for you. There is little excuse for what you did. If the goal is for you to get a US job and immigrate so he can do so eventially, no employer wants to hire someone who would falsify documents and lie to US immigration. Pick another country.
