Post Employer Fail to Attend Appeal Hearing

My question involves unemployment benefits for the state of: Florida

My ex-employer failed to attend phone appeals hearing Friday Dec 13,2013. I provided all the documents including text, emails proof I was an employee and check and check stubs I had from Nov 2013 - Feb 2013, but I was fired in April 2013. My checks shows they withdrew taxes but didn't forward withheld taxes to the state or IRS. They also refused to provide a w-2.

? Since I attended the hearing and did forward some docuements doe I win because the employer failed to provide a contact number?

? Do the employer have a right to appeal the determination with the same body that the appeals was with?

1.) Your chances improve but it's not a guaranteed, carved in stone win

2.) They may. They may not. We don't have enough information to say, and the reason they did not attend the phone hearing can affect it
