Can't Afford Costs of Living Alone but in an Abusive Home

My question involves juvenile law in the State of: Pennsylvania

I'll get to the point:
My boyfriend is 17, he graduates June 6 and his birthday is May 31st. After being punched repeatedly by his stepdad, he has left his home. He wishes to be emancipated, but he cannot afford the costs of life insurance and what not. He has a part-time job but not enough to cover those types of costs. The CPS has been notified through the school, but he does not want to be put into a foster home during his senior year of highshool.
He would be able to find a permanent place to stay, whether it was with me or a friend.
Any suggestions about what course of action we should take?

Not a darned thing.

Pennsylvania does not have a statute pertaining to emancipation; it's done on a county level and there are no exceptions to the rule that the child NEEDS to be emancipated.

If he's being abused, he will not be emancipated either.

Even if he is in one of the counties that will emancipate a minor, and not all of them will, if he can't afford the costs of supporting himself then emancipation is not an option.

CPS is NOT going to place him with you, or with a friend. He MIGHT be placed with another relative. He will not get to choose where he goes - if he wants CPS to take him out of the house, he will go to a place of THEIR choosing. It will not be with his girlfriend. That is a carved in stone guarantee.
