I received one of these type of tickets a few years ago in Texas. I received a ticket in the mail with a picture of the vehicle, a description of the violation and methods of payment.
The ticket came in the mail (not certified and no signature required). I actually, purposely, ignored the ticket for this very reason. About a month later I got another ticket in the mail (not certified). Again I ignored it.
There was never any hold placed on my license (never expected there would be one as they have no idea who was driving). There was no holds placed on my car registration either (moving violations (atleast in Texas) are attached to the driver and not the car). I still own the car and have never gotten anything further from them and I suspect I never will.
Not sure how this ticket was mailed to you but this was my experience.
