I'm asking this question for my wife. She lost some of her kids to CPS in Oregon a while back. Her oldest was in the custody of her parents then so the oldest wasn't part of a "Removal" After a while, contact attempts by Oregon, etc. parental rights to the other children were removed for the other children. The oldest was still with her parents.
Then Grandma died. The oldest was still in the home with Grandpa. Then Grandpa decided he couldn't handle it. Oldest is turned over to CPS for consideration and subsequent placement into fostercare. She then entered the system. Actual remaining possible rights to this child are unknown as unaware of the specific processes taken regarding this child. Assumes however, that Oregon rubber stamped a removal of all parental rights to this child as was done with all of her siblings.
Mother currently has no current cases, resides in Washington state, and is requesting help in knowing her rights if any to search for the oldest, if she can contact her if she finds her, search tools, etc. The child would be in Oregon so all that states rules would apply.
Also, are there any state or federal restrictions relating to the searching of minors and/or their information. Regardless of parental status. In other words, can she get into trouble just looking for her child.
