    If "outside" is on the public street or private property where he is not permitted to be. In Georgia, the public spaces of apartment buildings and likes are NOT "in public" but are extensions of the private dwellings on which they are located.


    As pointed out, he was noted coming from the public road and the officer is free to inquire at a persons residence if they violated the law out in public. There's not even a requirement that he have a reasonable suspicion. It's a permissive stop.

    Hiring attorney is fastest and safest way, but for many people, it's not easy financially. I have to fight for myself.

    I was not noted coming from the public road. the officer didn't see me from the gate. It was the middle of my apt complex.
