Angry Problems with Utilities and Dishes in Virginia

    Hi
My roommate doesn't pay his portion of the electricity on time, sometimes going 3 months before giving his share. His name isn't on the account. My first question: In the state of Virginia, can I legally turn the breaker for his room off and put a lock on the box? Also, he uses my dishes/silverware without my permission. It would be one thing if he used them and returned them to the kitchen but he keeps them in his room. Now half of my dishes/silverware are in his room. Second question: Can I legally put all of my dishes in one cabinet and put a lock on the cabinet to keep him out? There are other cabinets in the kitchen and it would only be the one cabinet. Thanks

No, you cannot turn off his electricity. You can sue him IF you have an agreement that he pays half of the utilities. You may be able to use previous payments to you (if you have proof of them) as proof as well. Yes, you can lock your dishes.
