Before Debt Collectors have a chance to dip into your bank account and freeze it, do they have to have a court hearing? If they just sever papers to my bank, who can I sue?

Before Debt Collectors have a chance to dip into your bank account and freeze it, do they have to have a court hearing? If they just sever papers to my bank, who can I sue?
Once they have a judgement (which was your chance to go to court to protest it), they papers they are serving are as a result of the judgement. They don't need a separate hearing on the levy itself.
