My question involves a traffic ticket from the state of: Texas

Last month, I was on driving down a crowed 3 lane highway when a police officer pulled me over, I was in the far left hand lane of the highway when I spotted an officer pull up behind me, he accelerated very quickly and flashed his lights, it was fairly obvious he was singling me out of the crowd and that he wanted me to pull over and was not going to pass me by if I had moved out of the lane, so I used my left hand blinker to pull over to the left hand side of the road. One reason I pulled over to the left hand side of the road was because the way to the right hand side of the road was blocked with a very long line of 18 wheeler trucks and cars; Another reason I pulled over to the left hand side of the road was because the left hand side of the road held a lot more room to operate in and I felt in the split second he was pulling me over that it would be the better of the two choices.

When I pulled over the police officer got out of his card and approached the vehicle told me that I shouldn't pull over in the left hand side of the road when being pulled over by a police officer, actually he practically yelled it at me, he was clearly upset. The police officer asked for my licence and registration, after that checked out he thoroughly looked over my card for anything else that might be wrong with my vehicle, he then proceeded to tell me that he initially was pulling me over for speeding, but was going to let me off with a warning, and that he was going to instead give me a citation for failing to yield to an emergency vehicle a fine of $300.

My question is this, can a police officer issue a citation for failing to yield to an emergency vehicle while I was his intended target the whole time, I did not fail to yield to him, and I pulled over to the left hand side of the road because I felt at the time of being pulled over that it was my best option if not my only option. My personal conjecture is that he initially wanted to pull me over for speeding but had no evidence to prove that I was actually speeding so instead he decided to try and find anything he could use against me in an attempt to reprimand me even though he had no such right in the first place.
