My question involves landlord-tenant law in the State of: California.
When I moved into this complex, there was a normal sounding air conditioner and heater. But over two years later, we got a new owner, and he had new air conditioners and heaters put in because --as he claimed-they were more energy efficient. The problem is that the new air conditioner and heater are one device, and it is very loud when it is on. It has affected my sleeping. I cannot have the air conditioner or heater on when I try to sleep, because it is too loud. Did the owner and managers have the right to do this? This new heater and air conditioner has harmed by peaceful living conditions because it is just too loud. The apartment complex is small, and the heater/air conditioner system is right next to my bedroom door, and too close to the living room. There is no way to get away from the noise, and I should not have to live my life wearing ear-plugs, which don't solve the problem anyway. Thanks.
