My question involves real estate located in the State of: Tennessee

I am interested finding out more information on partition fence laws in Tennessee/Nashville and also how to proceed legally.

I have a fence at the back of my yard, I do not use or connect to. It is not a privacy fence:
44-8-201 - Partition fence defined Joining fences. - Tennessee Statutes

Even though I do not use this fence the city says I have to maintain and even pay for repairs, that it is on the property line and is a partition fence:
44-8-202 - Fences to be erected and maintained at joint expense. - Tennessee Statutes

How would I legally go about removing the partition fence?
44-8-208 - Fences not removed without six months' notice. - Tennessee Statutes

I assume some "official" form should be submitted somewhere and then also one submitted to the other property owner. Does this need to be approved first by someone at the city or state?

Update: I spoke with a Nashville codes inspector and he said the Tennessee laws for removal of a fence were not adopted by the city. I would have to go through the state for that but he didn't have any other information for me.
