My boyfriend is a state ward and im a little older. To be emancipated can his mom or dad sign the papers or would the state have to sign it and make us fight even harder for what we want.

Your boyfriend can discuss with his case worker how he might transition to an independent living arrangement before the age of 18.
He dont want the independent living bc state refuses to let us be together
Then he'll stay where he is.
Can his parents sign? He only there bc his dad is locked up
He is a ward of the state. They decide who he shacks up with. You are not on the list.
