If mom and the boyfriend do not stay together permanently, the last thing the child is going to want is to have her boyfriend's last name.
The son is 17, and dad hasn't spoken to him since he was 11 - if there's to be any hope for a future relationship, saying "No" seems likely to significantly reduce the chance. If the son decides he wants a different surname in the future, he can change his name again.
