Default What to Do About a Child's Incorrigibility

My question involves juvenile law in the State of: Illinois
My step daughter has been acting out over the past three years. Refusing to do homework...not turning it in...chewing gum in class...being disruptive in class...being fist uptime at home. Fighting with her mother, hitting her mother, her brother, destroying things at home that aren't her things, putting holes in walls. She is defiant of any authority. She is only 12 years old. I was hoping there was some help for her. Therapy was tried but she lies and says everything is ok at home. Is there any help out there for her? Can she be charged as an incorrigible child? The parent have tried other methods to correct her behavior such as taking things away from her or grounding her. None of this works. She doesn't think rules apply to her. Is there any help available? I'm just an interested third party but maybe I could put the parents on the right track to help their child. Any information is greatly appreciated.

    She's 12?

What exactly have the parents done about this?

Since they are divorced it is mom who primarily hands out discipline. It's usually grounding or taking her phone away or her other things she like like tv. The problem is mom isn't consistent. She grounds her then will take her out with her friends. She will take her phone away and then give it back after a day. At my house with her father there are rules and for the most part she abides by them. I know part of the problem is the parents and not being consistent with consequences. But isn't there something that can be done to help this child? Before she's so out of control she is breaking laws, something should be done. And yes she's just 12.
