My question involves an eviction in the state of: Pennsylvania
I moved into my apartment 4 months ago. My neighbor has been bothering me for about 2 months now. She allows her three very young children (youngest the age of 4, oldest 10) to do & say whatever they want. She never supervises her children. She doesn't work, she sits inside doing god knows what while the child run wild & free. Terrorizing the apartment complex, running in the main road becoming a safety issue for the children and concern. The children literally would knock on my door every 10 mins. They beg me for food all the time, toliet paper, you name it! They have let themselves into my apartment uninvited, stare in my windows or try to talk to me through my window when they stand outside right infront of my window, its very creepy. They smashed my neighbors tomato plants with a hammer, and ripped her flowers out completely. Constantly leaving trash, and personal belonging's in my front yard, even throwing milk all over my front steps, drew on my front steps with crayon. Take all the mulch from my garden and throw it in our neighbor's yard who is not apart of the apartment area, private home. The kids have hammered nails into the surrounding trees, leaving nails all over outfront. Hazard for my child, other children, everyone. Push my daughter around, tell her she doesnt have to listen to me and to run away from me. My daughter is three. They are a bad influence on her, so I stopped them from playing with her. Although they never really left me alone. They steal my daughter's toys, even tried to steal her tricycle. We have all tried to talk to the mother, and she is in complete denial! Says why is it always my kids who get blammed for everything? About two weeks ago it got really bad. Her child stole our daughters toy my boyfriend told him to give it back. His mom comes outside and runs up to me accused my daughters father of punching her kid in the face & called the police. It never happened, i saw the whole thing, as did my mother who was visiting. Police said she can file civil suite unlikely to be brought to court though. After police leave her other child tells us that her brother hit himself in the face with his shoe. Than my neighbors & I were wittness to her screaming at her children because she wanted them to lie to the cops but the kids refused so she was pissed with them. My life has been hell since then. If i go outside the kids come running up to me talking crap to me, things kids shouldnt say or even know. Screaming my name saying im the worst mother ever. They sit on my front steps when their building is behind mine nowhere near my steps. I called the police, they said i have to make atleast 2 complaints with landlord if nothing is done then they'll become involved. I suffer illness myself and really don't need the emotional distress. I fear coming outside because ill be harrassed some more. They tell me their mom is gonna have someone come fight me i better watch out. I've done nothing to deserve this. I wrote a 3 page letter of complaints & sent it out last week. Nothing has changed yet. My three other neighbor's are now sending complaint letters. Lease states tenant is responsible for the behavior and conduct of all people either living with or visiting the tenant. tenants responsibility to make sure these individuals behave in a manner that will not disturb neighbor's. We are all fed up! What can the landlord do at this point wondering if and what they can and will do?
