Default Grandparents Being Awarded Permanent Custody

My question involves a child custody case from the State of: Pennsylvania

My son and his girlfriend broke up 3 years ago. During that time she has repeatedly lied. In October 2011 my husband and I, who are the paternal grandparents were awarded visitation on weekends and holidays. From day one of the court order the childrens mother repeatedly broke the court order. We filed for a contempt hearing, that was to be in March of 2012.

In February of 2012 the mother went to Westmoreland COunty child service telling lies of physical and mental abuse to the children. We did not see our grandchildren for 4 months. In June we got to court all of the accusations were unfounded and the court ruled we can see our grand daughters again. In JUly the mother took the girls to doctors for vaginal exams several times. In July of 2012 we were awarded temporary custody. THe mother was ordered to have an evaluation and see a therapist.... she had an evaluation that was found unsatisfacory, and has went to minimal therapy seesions claiming she has no insurance. We go for reviews every 3 months adn the mother continually braks the court order, but each review she is granted more priviledges. Right now she gets monitored overnight visits once a week.

We are concerned we will lose custody and wonder how long these review hearings can go on, we want to go to trail!

It appears to me that the goal is reunification with the parents.
