Default Package Delivered with Used Cat Litter

My question involves criminal law for the state of: Georgia

First, this is not a joke.

A package was delivered today by a common delivery service. It was a plain cardboard box with 15 pounds of used cat litter. It was not in a bag or enclosed in anything other than the cardboard box. The person that sent it is known and they were stupid enough to put their name on it, with a note enclosed. Nothing threatening.

I'm sure this is not legal and could be considered toxic/hazardous not only to me and my family, but the carriers and handlers of the package. No Hazmat stickers or any other markings on the box.

I contacted the shipping company, but they had no answers other than to contact my local law enforcement.

What if anything can I do?

    Thanks.

maybe follow the direction you have already been given?

no idea if it is illegal to ship cat waste or not. If it is, the police would be the people to speak with. If it isn't, they will likely tell you so.

GA does not appear to consider cat poop as a biological when in the possession of an individual.

    What did the note say?

No Hazmat stickers or any other markings on the box.
As far as I'm aware, used cat litter is considered ordinary household waste, not hazardous material. It's cat poo, not uranium, as I was cheerfully informed by Poison Control 20 years ago when my then-toddler decided to sample it. The instructions given were to give him a glass of milk, brush his teeth thoroughly, and rinse his mouth with Listerine.

In other words, it's gross, but it's not going to kill anyone, or even make them sick.

I contacted the shipping company, but they had no answers other than to contact my local law enforcement.
When you did that, what did the cops say?

Thanks. I will do that in the morning. I was just trying to find out who else I could turn to. I'll probably get laughed out of the PD.

Depends. What do you want to accomplish?

If you want to seek punishment, you can start by contacting federal agencies who have varying degrees of enforcement authority over potential biohazzard material shipped via private carriers, starting with the Centers for Disease Control (part of Dept of Health and Human Services) and the Dept of Transportation. Make sure you KEEP all of the material sent to turn over as evidence, should it be requested. Length of the investigation and the necessity for your involvement with depositions and testifying in court can be discussed with the investigators from each agency. The PD may not laugh you out, but they are NOT going to be the ones with the knowledge in applicable federal law to pursue the matter.

If you want to sue for damages, take evidence of what actual, quantifiable, damages you sustained to a local personal injury attorney.

If anyone in your household has cancer, is pregnant, has HIV or is otherwise immune-challenged, you may also want to make a "checkup" appointment with a physician, as cat litter can present unique dangers to persons with certain health issues (especially toxoplasmosis). If no one in your household is at unique risk, then toss the box and move on.

So, "what can I do" comes down to how much time and energy you want to put into it.

The note said "how's that?" Like I said nothing threatening.

Yeah, I know it's gross and won't kill you but the box was leaking and I'm sure got all over packages in the truck. Plus all the people that handled it before I got it.

Haven't been to the PD yet. Will go tomorrow.

I can certainly look into all that, but I'm realistic in knowing this is a petty issue and there's probably nothing that can be done.

I guess what I'd really like to do is scare the holy beejeebers out of them.

Is a restraining order possible if they live out of state?

Heh. You could one-up them on the Poo Scale. I was telling my son about this thread (the former toddler mentioned above), and he told me about this place.

Restraining orders are for actual danger, not jackasses sending you poo.
