You mean the E.R. just turned you away?

You suffered an injury to your neck how? You went to the E.R. how many days later, complaining of exactly what, reporting that you were injured when and how, and asking for exactly what? Exactly what happened at the E.R., in terms of screening, examination, etc.? You followed up with a doctor elsewhere how many days after your visit to the E.R.? You suffered what injury as a result of not being diagnosed at the E.R.?

My neurosurgeon said I should have been a quadraplegic
so I presume you are not a quadriplegic, correct? Did you suffer ANY adverse issues due to their refusal to treat?

I presume you have no insurance. Would that be correct? and no means for self pay?

A private medical facility is required triage and provide stabilizing treatment. Once a person is stabilized, they can discontinue treatment and boot you out the door. If it was determined that your issue was not life threatening, then they could lawfully deny you treatment if you had no means to pay the bill.
