Default Can a Landlord Pass a Fine by the City on to a Tenant

My question involves landlord-tenant law in the State of: New York

In mid-July, one of the tenants in the same building I am living in brought out 4 bags of trash by the curb. It is against city policy to put your garbage out when it isn't garbage collection day. After a few days, some city workers came by and collected the garbage and assessed a $380 fine. One day, while walking out of my building, I put a piece of my mail into the garbage that was out on the street. The city workers took pictures of this garbage and took a photo of my name and address which was on my mail. They forwarded these pictures along with the fine to the property manager and now the property manager is telling me I have to pay the $380.

IT WAS NOT MY GARBAGE!!! What do I do? Do I have to pay this? How can I resolve this?

Sounds like you have limited options considering there is proof (correct or not) that your name was found in the illegal garbage left on the curb.

Sorry, looks like you are stuck.

Lesson for today: Buy a shredder and never put anything in the garbage with your name and address on it without shredding it first.

By your own admission, it was your garbage.

eta: It probably would have been cheaper for your to litter.
