My question involves paternity law for the State of: Maryland
I am trying to find out how to add child's father to her birth certificate she is 4 years old. I was married to my ex husband at the time I delivered her but we had been separated for over a year and I knew he wasn't the biological father. The ex husband has never seen her or tried to and I actually had to have court file in paper for our divorce because I could not find him to serve with papers for divorce. I could not add my child's father to the birth certificate at the time of birth due to still being married. I have since been divorced and married the child's biological father. Neither one of us want to go through court proceedings or have to have dna testing done. How do I add him to birth certificate since the vital statistics office says he can not just sign the affidavit of parentage? Thank you very much for any advice on how to do this.
