Default Accidentally Recording Somebody in the Background

My question involves criminal law for the state of:
Hi. I live in PA as a state employee, and while sending a recorded message to my wife in my office, another state employee was inadvertently recorded in the background for about 20 second. I thought it was funny and sent it to a co worker of mine as a joke, and they accused me of the PA wiretap act. Since it was an accident, and since the person that was recorded was yelling out loud, and is a civil service state employee, does that fall under the PA wiretap act? Thank you very much.

This 'yelling' was part of a conversation?

The atmosphere is an entire floor of cubicles full of state workers, with no office privacy or closed doors. She was taking very loudly to another worker about 20 feet from here about her disgust from a recent phone call. Not sure if that answered your question, but definitely wasn't a private conversation. Thanks,

I wonder though that since this person is a civil service public employee, and was talking about a work related Topic, could it even be thought of as wire tap, aside from any other factors?
