Someone who is or is not you should document his completion of the terms of his probation to the court and probation office, and should discuss the possible consequences of his probation violation with his lawyer.

If someone who is or is not you is not restricted from relocating while on probation, or gets his probation officer's or the sentencing court's permission to relocate, then he can relocate. If not, he has to wait until he completes his sentence. He is not going to get his court proceedings moved to a different state.
