Unhappy Group Home Runaway and Interstate Travel

My question involves juvenile law in the State of:

A ward-of-the-state minor, age 16/17, runs away from a group home in Arizona; travels to California to live with a friend, age 21.

What legal rights does the minor have in the new state?
What legal rights does the minor have at the age of 17 in this case?
Can the minor enroll in school?
Can the minor apply for a work permit?
What is the liability of the adult aged friend taking care of the awol minor?

The state of Arizona denies emancipation rights to awol minors, is there a loophole in this?!

    Thank you for the help

What is the liability of the adult aged friend taking care of the awol minor? He could go to jail

The runaway minor had best get his behind back to where he's supposed to be before he ends up in juvie and his friend ends up in jail.

Those available to any citiZen ... what he doesn't have is the right to remain with the adult.

What legal rights does the minor have at the age of 17 in this case?
As long as he is a ward of the state only those rights permitted to him by the court in AZ.

Can the minor enroll in school?
    No.

Can the minor apply for a work permit?
    No.

What is the liability of the adult aged friend taking care of the awol minor?
The adult can go to jail. And, if the minor crossed state lines to join the adult in order to have sex, the feds might also get involved.

    Nope.

The adult in this little melodrama is an idiot and risking jail and the possibility of being a registered sex offender (assuming sex is involved).

The adult should have contacted the police as soon as the runaway turned up on their doorstep. Since that didn't happen, the adult should contact a criminal defense attorney and ask this question because they have opened themselves up to potential criminal liability and need the advice of counsel to find out how to get out of hot water.

Given the situation was of compassion for the minor's disposition and not of lust or any sexual relation, is this crime a misdemeanor or felony? (ballpark answer)

It's whatever the DA thinks he can make stick.

It could be as bad as the Mann Act. Roll the dice.

How long has the minor been with you? If a couple of days, you might be okay ... but, if a month, maybe not. Contact an attorney ASAP.
