My question involves civil rights in the State of: Nevada

A few weeks ago, my boyfriend was arrested because his father filed a false report with the police. He was arrested at gunpoint and beaten up, but the charges were later dropped (after he was held without bail in jail for 5 days and not being seen by a medical professional for his police-caused injuries). The police department still refuses to give him back his property, saying that he needs a letter from the judge from when the charges were dropped, but we cannot get through to the judge. Is it worth it to file a complaint with the police department? Is there a way to get the videos from the police cars' dashboard cameras, so we can view them and see if we think we have enough evidence to file a lawsuit?
