Default Is There a Right to a Speedy Trial with Administrative Hearings

My question involves business law in the state of: Washington

I have a pending case dating back to November 2012. I realize there is a right to a speedy trial involving criminal matters, where an RCW law is broken, but what about a Washington WAC rule? I am facing a fine, and go to trial in August. We are in the stages of filing witness lists, filing and serving motions, etc. right now. Do I have a right to a speedy trial in this case?

most state's admin proceedings must move promptly ... what that means varies in each state ... go to google scholar and begin your research .

But from NOV 12? Does not sound like it is outside promptness requirements. I could be wrong.

Your state should have statues regarding admin processes and the agency regulations.

Generally speaking, the matter should proceed within a reasonable time - and what is 'reasonable' is going to depend on the facts, the agency, and the reasons for the delay. You may be able to find information specific to the agency and issue in the state statutes, administrative code, or by searching case law.
