My question involves a traffic citation from the state of: utah
Three years ago, I left my vehicle at SLC airport terminal to put the luggage inside and airport and my wife was inside the car with our one year old. When Cop questioned my wife, she called me and I came outside and after discussing with him, He asked me to pay 35-40 ticket, which I paid immediately. Now after 3 years I got a letter from salt lake city collection that I need to pay a fine of $185 within one week and city has forwarded my case to them. I never got any citation from them, no notice in 3 years, How even I can defend my case in court without a ticket. I talked on phone no. given on the letter, they don't have any citation to provide me, When I asked why you waited 3 years, they said they dint have my mailing address. I mean how is even that possible?

What happened when you presented your proof of payment to the collection office?
unfortunately, we trashed it last month, its been 3 years now, never thought something like this will ever happen.

what can they actually do to you besides contacting you? likely nothing ...
the receipt (proof of payment). My car was in accident. and before sending to repair, while moving the document out of it, I remember I saw the receipt and thought a useless piece of paper and threw it in trash. i mean 3 yrs is long time.

but the original fine was 30-40 bucks, now they are sayin 185 to pay, it is not our fault, they never sent us any citation.
Parking citations are very rarely sent... Typically they are either handed to the driver or more often left under the windshield wiper. In very limited cases they may be sent to the registered owner of the vehicle if the driver was able to get away before the citing officer is finished writing the citation, but in this case, you did not drive away, you in fact, claim that:

And he was able to give you a receipt which you kept in the vehicle for the entire time only that you threw it away last month... Only days before you were contacted by the collection agency?
And if all of that is true, then why would you expect them to (send you a citation):
It was all paid for immediately... So why would they send you a citation?
