File for bankruptcy in the state of your residence. They may apply different exemptions based upon your other state(s) of residence, depending on how long you have lived in your current state.
You file for bankruptcy by filing the required petition and supporting paperwork with the bankruptcy court. The new laws don't change that - they instead add a requirement of credit counseling, and limit who can qualify for Chapter 7 discharge as opposed to a Chapter 13 repayment plan.
