The first place you look is your lease. If your lease says he can do that, then he can do that.
If your lease doesn't say anything about it, the next place you look is your state's landlord tenant statute.
There's nothing in 765 ILCS 705 addressing that issue one way or the other.

However, if you are in Chicago, the city law gives the landlord specific right of entry to make repairs.

Bottom line, you are free to say no and prevent his entry. What's he going to do, evict you? You're already moving out.
