He has a lawyer - he needs to work with his lawyer. Trying to file pro se motions when you're represented by counsel will create unnecessary complications.

If his lawyer is retained, he can talk to his lawyer about what the charge would be to file a motion to reduce his bond and whether and when one might be filed. If his lawyer works for a public defender's office and he is unable to reach his lawyer, he can try contacting a supervisor. If it's a private, court-appointed lawyer he can consider the possibility of whether he has grounds to petition the court to replace the lawyer.

His lawyer is a court appointed and won't take any steps to talk to him. He has true right his lawyer and everything. He's not doing anything to help. Is there anything he can do to help himself?

Yeah filing a pro sr motion is a waste of time. It will just sit in the court's file never to be heard unless the atty adopts it. Sr atty's think that bond reductions are within the scope of the duties of a court appointed atty. in other words, bonding out has nothing to do with defending the case. Check the local rules on that and see if that is the problem. Dont know why he won't file its a simple hearing with a simple three page motion. Maybe just lazy or he thinks it will be denied anyway so why do it.
