First Offense Shoplifting in Walmart

My question involves criminal law for the state of: Arizona. I was caught with general merchandise as I was leaving the store. The police were not called, I was not asked to sign anything. The merchandise was returned without incident. I was advised that I would receive a letter in 3-6 weeks about civil suit that would entail me repaying the cost of the items (approx. $28.00) and a fine of between $100-300 dollars. I feel like a total idiot and want to hopefully avoid jail time an court entanglement. Advice would be appreciated.
