    Do not marry this person solely to get a transient visa. Are you insane?

    If you have a legitimate marriage, it would indeed put him in a better position for an IMMIGRANT visa.
    However, a non-immigrant visa would be highly suspect being married to a US citizen. Whether it helps or hinders seems to be varied depending on who gets your application.

    However it is not ever advisable to use fraudulent means (sham marriages or other) to get visas. When detected he'd looking at a world of hurt (bar from every entering the US).

    It's not solely to obtain a visa.
    We will be getting married within the year anyway, so it wouldn't be a scam at all.

    I just need to know how difficult it really is to obtain a tourist visa and what he needs to prepare in order to be approved.

    The question is all about what the US perceives as intent. You should be talking to a lawyer. If you intend to live in the US, there's a proper procedure for fiances/spouses to get their status.
    If they think he has immigration intent I can't see how being married to a US citizen would dissuade them of that idea. You need an immigration lawyer to analyze why he was turned down and what he should do about it.
