My question involves name change laws in the State of:

Somehow it did not post...This is a child's last name change in the state of MD.
My son is the biological father of a daughter and is named on the birth certificate. He and the biological mother have never been married. He is involved in his child's life, but the relationship between the child's mother and father has ended. She wants to now change the child's name from his last name to her last name. Again, he is involved in the child's life, his name is on the birth certificate (which the mother signed as being the father), he is the child's biological father. Can she just randomly choose to change the child's last name without him having any say, will he be notified that she is attempting to change the child's name, and will he have the opportunity to challenge the name change?
