My question involves a traffic ticket from the state of: Washington
Hello, I have a question regarding a speeding ticket that my husband received in the mail from a traffic cam in a school zone in Monroe, WA. The ticket states that he was going 33 MPH (which is under the normal 35 MPH speed limit) in a 20 MPH school zone. The photo was taken at 10:55 AM, so it is during school hours, but the sign stated "when children are present." Because there are no children in the video or photos and it is during the day when the children are inside, will this be a valid argument?
Also, there is an orange flag on top of the 20 MPH sign, but it does not say "when flagged" anywhere on the sign. Does this matter? Should I bring this up when I contest? Thank you in advance for your knowledge and help.
