Default Is CPS Required to Investigate Every Report

My question involves child abuse or neglect in the State of: KY

I don't have a specific situational question, but rather a general one:

Is CPS required to investigate every report they get?
Are they required to notify the accused party that someone made a report against them?

Technically no - only once it's screened and determined to be worth investigating, will a report be investigated.

No, they're not required to notify the accused party.

No, they're not required to notify the accused party.
Sometimes though, they do notify the accused party, particularly in borderline situations.

What do you mean by "borderline situations?"

Situations where CPS feels obligated to investigate, but they don't expect to find anything.
