Maryland Child Support Taking More then Court Ordered

My question involves child support in the State of: Maryland
I am on disability and on Workers Compensation, I collect a weekly check from my workers comp insurance Co since May 2010. and recently approved for SSD, My workers Comp Insurance Co. has been paying all of my child support since day 1 of my accident, the judge ordered Baltimore County to take $384.00 be taken out for child support for my 15 year old daughter and in Harford County for my youngest daughter of 7, $297.00 In February I received a letter from Social Security stateting that they were going to take $384.00 for Child Support. After receiving the letter I contacted one of the head personel of child support for Maryland and told him of the situation and that they are making a mistake, Mr. Slowe from Child Support after explaing to him what SSD was going to do he assured me it would be taken care of. This month I recieved my SSD check and it was $384.00 short and they paid child support with it and my Workers Comp also sent them money. I am current with my child support and how can Child Support Enforcement go against a JUDGES ORDER and take more than allowed?
I have been dealing with this kind of action from Maryland Child Support for over 6 yrs with there constant mistakes where they have suspended my license many times and have even cost me my job. And no telling how many other parents who are paying and current on there Child Support are going through this.
These people do not care and try to make you look Bad. For example I found that Harford County was wrong in there and went to there office and took me 2 hrs to show them where the mistakes were and they finally made the corrections and credited my account and get this the enforcement officer told me " The sytem is in a Matrix", Any excuse is better then none I guess.
What my point is, How can you take more from me then what was COURT ORDERED by a JUDGE
We have no money for legal help and now we have no money to pay our bills. I have been intouch with Congressman Harris, Governor Martin O' Malley, Senator Glassman, and still can not get no help. As long as they go home withj a pay check these people do not care!
I have documentation of all of this. If I could afford to sue the government I would. If I were to make these kind of mistakes my ass would be off to jail. Someone needs to pay for these actons and I need HELP! Please!!

The very simple answer is that Federal law generally always overrides a local court order. In other words, CSE can take what they're legally allowed to take according to Federal rules.
