Driving a Vehicle on a Suspended License Desite a Valid License From Another State

My question involves a driver's license issued by the State of: NY

Person lives in two states, NY & Another. NY license was suspended 10 years ago for lapse of insurance. Person drives on out of state license. Recently bought a vehicle in NY and went to DMV and wanted to register it with out of state license instead of NY, because already had out of state license. DMV said OK, and registered the vehicle. Person recently pulled over and police arrested them for aggravated unlicensed operation of motor vehicle, impounded car. Said person's driving privileges to drive in state were REVOKED by NY. How can this be when the DMV allowed person to legally register the vehicle in NY with a VALID out of state license?

If registering a vehicle in NY state is allowed for an out of state driver then the DMV employee affecting such registration may not be required to check on whether that person's driving privilege is suspended or REVOKED or not in NY state.

If that person was caught driving, and subsequent to a check the officer was able to establish that the person's driving privilege is REVOKED in New York, then that person should not have been driving in New York State.

Due to a high likelihood that the person knew or should have known of the status of his driving privilege in New York, that person has no one to blame but himself!

Additionally, and under normal circumstances, a suspension or revocation of one's driving privilege in one state will result in a suspension or revocation of the same in ALL states. So in theory, that person's driving privilege should be revoked by the licensing authority in whatever state he's claiming to reside in. But since New York state does not report suspensions and/or revocations under any of the several interstate compacts, the result is that the "claimed" state of residence is unaware of the suspension revocation in New York. This does not impact the validity of the "driving without a license" in New York state.
