Person lives in two states, NY & Another. NY license was suspended 10 years ago for lapse of insurance. Person drives on out of state license. Recently bought a vehicle in NY and went to DMV and wanted to register it with out of state license instead of NY, because already had out of state license. DMV said OK, and registered the vehicle. Person recently pulled over and police arrested them for aggravated unlicensed operation of motor vehicle, impounded car. Said person's driving privileges to drive in state were REVOKED by NY. How can this be when the DMV allowed person to legally register the vehicle in NY with a VALID out of state license?
