Default Did this person have the right to chase and follow me?

I often like to take walks after dinner and sometimes will walk in and out of cul de sacs. I’ve had three incidents in the past with a guy in his twenties with tattoos on both arms and black stud earrings.
First time it happened I was just about to walk out of a cul de sac I had walked into. All of a sudden a car sped towards my way and slowed down. The windows rolled down and the tattoo guy stuck out his head. He began staring and flaring his nostrils at me. I walked away and he drove away. However I noticed he turned into one of the cul de sac houses. I decided to walk over to that house hoping to have a talk with him. When I got there he was waiting for me. He said to me “Hi I see you” in a baby mock voice and flashed a laser pointer into my eyes. He wasn’t going to talk to me, so I turned and walked away.
Second time I walked elsewhere. Everything seemed fine until 7 p.m. I noticed him following me on his bike. I began walking at a faster pace to lose him. I eventually jogged to a local elementary school and found a bush to hide. I was hoping he would lose me and stop. Unfortunately he rode his bike to a hill on the playground to get a good view and spotted me. I moved to the left and right behind the bushes and he mimicked my movement on his bike. There was a fence behind me and I jumped over it and ran to a dry creek bed. He got off his bike and ran after me. In an indignant voice I yelled at him “What do you want from me?” The guy said “Come here” I told him “No!” He then said “I know where you live little boy” “Ahahaha”. And then he turned around and walked away.
A month later I walked past the entry of the cul de sac but not into it. I wanted to avoid this tattoo guy as I walk. All of a sudden I hear loud footsteps behind me. “Hey”. I turned around and it was the guy again. He said to me “Why are you always walking around my ****ing place?” I told him I like to talk walks. He then said to me “I don’t know I don’t believe you, you are always walking around my place and it just seems I don’t know just peculiar”. I told him “I’m just walking, I swear.” He then said “Alright walk” in a reluctant tone and let me go.
I have already filed a report of him to the police; I carry a cell phone with me at all times now. I have found a totally new route to walk and have not seen him since. I always walk past homes, but never walk on people's lawns or driveways.
Please answer this for me: Who's guilty for this whole mess, me or this tattoo guy.

Please answer this for me: Who’s at fault? Me or him?

At fault for what? You both seemed to have been interested in the confrontation. But, now that you are walking a different way, the problem appears to be solved.

I would just advise keeping away from that area. I'm sure you have a park or somewhere you can walk, or your own area of the neighborhood.

Default Is Taking a Walk Around a Cul De Sac in a Suburban Neighborhood Illegal

I often like to take walks after dinner and sometimes will walk around my neighborhhod. I have a routine walking route and it includes me walking in and out of several cul de sacs. I’ve had three incidents in the past with a guy in his twenties with tattoos on both arms and black stud earrings. The guy basically looks like your stereotypical emo gothic person.
First time it happened I was just about to walk out of a cul de sac I had walked into. All of a sudden a car sped towards my way and slowed down. The windows rolled down and the tattoo guy stuck out his head. He began staring at me and flared his nostrils at me. I walked away and he drove away. However I noticed he turned into one of the cul de sac houses. I decided to walk over to that house hoping to have a talk with him and ask him why he decided to do that to me. When I got there he was waiting for me. He said to me “Hi I see you” in a baby mock voice and flashed a laser pointer into my eyes. He wasn’t going to talk to me, so I turned and walked away.
Second time I walked elsewhere so I can avoid him.
I have never had anything like this happen to me before. I walk on sidewalks and the far side of the road pavement (always far enough that drivers don't have to worry about hitting me) if there is no sidewalk. I never trespass onto other people's lawns, driveways,or homes. I don't harass people's dogs or cats or touch anyone's personal property like car or anything else in front of thier homes.

Please answer my question as it is and do not give me answers such as "call the police", and "keep avoiding him".
I just want two questions answered: Is taking a walk in and out of cul de sacs illegal? Also was it okay for this person to chase and follow me?

Simple yes and no for these two questions

Did you purposely dodge the state question?

You're asking us for answers - and you say don't state the obvious strategies. One big bit of advice - stay away from crazies and avoid speaking / provoking them in any way.

If the guy is following you - it's just creepy. Should he lay his hands on you - that's another story. If he's threatening you verbally take the obvious step and let the cops know.

AS YOU HAVE PRESENTED THE QUESTIONS, if you insist that the only acceptable answers can be Yes or No, then the answers are, No and Yes.
