Question Public Assistance Distributed to Granpdarents, not Parent

My question involves a child custody case from the State of: Pennsylvania

Two parents share physical and legal custody. One party (mother) was receiving medical, snap, energy, etc benefits for a child. This same party (mother) is living with parents who also receive these benefits separately. This party (mother) tells the other party (father) "I'm not getting these benefits anymore for our child" and the other party (father) applies and is denied because benefits were disbursed, without his knowledge, to the child's grandparents (mother's parents). Since when are Grandparents, under any condition, allowed to receive state assistance for children they have no responsibility for when both of the actual true parents need this assistance for the welfare of their child?

And what did the benefits office say when the parent/s called to ask about the situation?

They said "Sorry the benefits were already claimed and disbursed for that child this year, we can not disburse them twice." They are being disbursed unlawfully though, is there any type of appeal process, or reporting fraudulent activity, for someone claiming benefits they are not as entitled to as someone else is?

Apparently, as they are all living in the same household, the state feels they are receiving benefits correctly. I suggest you get a job.
