    Default Letter of Intent to Sue

    Can I legally send my old auto insurance carrier a "Letter of Intent to Sue" and describe what I intend to sue them for? Can I also discuss with them that if they wish to settle the matter out of court, that they can do so for "x" amount of dollars? Or is that considered extortion or blackmail? I've heard mixed answers from a few of my friends on this and just wanted to get the legal answer to this.
