Cool Involuntary Lien Placed Against My Home for Debt of Past Resident

My question involves real estate located in the State of: CA
I've received notice under Government section 27297.5 for Involuntary lien in the name of a distant friend who never lived at this address but forwarded his email to our home when he was traveling.
I guess he owes some RE loan. This individual has no interest in my home.

Does that mean my property is under lien and I can not re-fi or sell it?
I guess a good deed does get punished :-(

How, should I respond to this?

    Thank you for your help.

Well, it means you can't refi or sell without paying off the lien.

Are you sure the lien references your property, or were you just served the notice of lien on something else he owns because you were his address of record?
