Default How to Collect Small Debts Owed by Scammers

My question involves business law in the state of: Irrelevant, I freelance abroad mostly in europe and other countries.

I have been scammed for 1200$ total on more than one occasion, I have bought a 450$ phone as a part of a programming job through ebay and the canadian seller have disappeared along with the funds, after requesting a chargeback from ebay I was assured that they will make the seller update his details to his correct ones so I may contact him and work this out so I was asked to wait for 16 days, after 16 days ebay have claimed that the payment is no longer reversible since it has already been X amount of days since the date of sale. Videos and pictures of the seller are available, but no real information, he has Paypal accounts, ebay accounts, instagram, a couple of websites all registered on fake names etc. eBay have refused to give me access to his real information even though he probably did withdraw the funds to his bank and they have access to it. (He isn't homeless neither, has a nice car, a nice house etc)

On another occasion I worked as a project manager for a blackjack training app and basically after finishing it the customer has asked for me to change the whole app 180 degrees, I have agreed but only if he releases the milestone that he was supposed to release for the finished blackjack app in advance, he declined, so I have agreed to work in advance and change the app as he wants only to find out that he tries to scam me and keeps the project dragging on for months even though it was negotiated to finish it in 20 days, so I opened a dispute against him on a freelancing website and paid the 40$ arbitration fee, after I won I have employed a person with that money, after a couple of days the customers has canceled the payment with his credit card company so the funds were withdrawn from both me and my employee.

Are there any companies or lawyers that buy off small debts? I really wouldn't like to deal with every scum that tries to steal with me, I make an honest living and would like to stop getting victimized. I wouldn't like to get the reputation of someone who is easy to steal from but then again I don't want to invest thousands of dollars and spend months of valuable time dealing with these people. Beyond angry now.

You can contact collection agencies and law firms and see if they're interested in trying to collect the debts. But if you're dealing with deadbeats and scammers, even if they're local there's no guarantee that the debts will be easy or cost-effective to collect.

If you're not in the U.S., and your clients are not in the U.S., discuss your situation with a lawyer or through a legal resource dedicated to the laws of the actual countries involved. This is a U.S. forum.

Thanks Mr.Knowitall, are there any collection agencies or law firms you can recommend? Those aren't deadbeats but legit businesses and people with cars, homes, riches, this is what makes it so appealing to any potential debt collectors. Couldn't we potentially sue Paypal/eBay if I had written proof of this happening?

*Bump* still looking to hopefully sue the guy for 750$ plus stealing virtual property, he has refused to give me his details so far but I have his identity. Are there any small debt collectors that would collect this debt in Australia? Links appreciated.
