No. There are only two states that ever REQUIRE an employer to reimburse business expenses - those states are California and Massachusetts (and in MA, only mileage is required). In all other states, including both IL and PA, it is entirely up to the employer's policies how or whether to reimburse. If the company policy is that they have to be submitted within 60 days and you did not submit them within 60 days, nothing in the law of either state is going to force the employer to pay them.

The SOLE exception would be if you have a legally binding and enforceable contract or CBA that expressly states, in so many words, that expenses will be reimbursed regardless of the time frame.
