Default Giving Personal Bill Information to Neighbor

My question involves collection proceedings in the State of: Washington-
About June 2012 my power and water were shut off due to lack of funds. I was receiving 242.00 per week from unemployment but after child support I cleared 110.00. My power and water bill all on same because it is city owned, was running 300.00 to 340.00 per mo, anyhow I couldn't keep up.

It took us until December to get them turned back on. My new neighbor and I got to talking when I mentioned the lights should be back on next week. I was complaining about the interest they charged, when she corrected me with how much my bill infact was.

When I looked a little confused she said ..ooh the city told me. I have had problems like this for years, infact one of the ladies that worked there was just convicted of embezzling something like $500.000.

I'm not sure, but would be willing to bet if I go and ask to see the mayor's bill, they would tell me NO. Which I plan to do on Monday...do they have the right to give out mine? B.T.W....neighbors were thinking of paying for me.

It's not a matter of them having the right to do what they did. It is a matter of; is there a law that prevents it. I suspect there isn't.

If the neighbor was seriously considering paying your bill, how would he do it without knowing how much it is?

I would guess it is department or city policy whether to allow such information to be given out. Given the fact your neighbor was going to pay your bill, I would wonder if they gave it to him for that purpose. Not sure I would be so bothered by them disclosing the information if it was in an attempt to help you.

I had forgotten that a few months prior to this, I was at the food bank when a lady was complaining about the city workers giving out information to her ex- landlord.

Actually, I do have a question.

Was the neighbor given the information about your account in the course of an attempt by the city to collect the delinquent funds?

and that changes nothing. If there is no law forbidding the action, it is not illegal. I do not believe there is such a law. While some of the information on a bill might be protected, I do not believe the total is within that.

If there is a department policy or city administrative rule against such actions, that is something you will have to research through the city administration.

Well...I thank you for the great advice. I will find out tomorrow if it is within their rights.
    Thanks again.
