Default Leaking Water from the Roof

My question involves landlord-tenant law in the State of: New York
I live in an apartment complex in Upstate NY. We are on the lower level and right outside the master bedroom window there is almost always a constant stream of water falling from the roof. It is LOUD and makes it difficult to sleep. I have repeatedly asked them to fix this but to no avail. Do I have any recourse?

Just how would you propose they deal with water dripping from a roof? It's not dripping INTO the rental unit through the ceiling, right but rather dripping outside the window, right?

How is there "almost always" a constant stream of water falling from the roof if there is not rain or melting snow on the roof?
